EUROFOR is a multinational rapid reaction land force, optimised for joint and combined operations, with a maximum strength level of a Division. Each nation is in charge of addressing EUROFOR with capabilities and capacities of their nationals units up to division level (one brigade from each member state). EUROFOR is specially prepared for Crisis Management and Petersberg Missions. The Staff is composed of Officers and Non Commissioned Officers (NCO) from all EUROFOR Troop Contributing Nations (TCN), is capable of being reinforced and is trained, experienced and familiar with both NATO and European Union procedures. The Staff is in charge of preparing operational planning, identifying of logistics and training objectives, planning and conducting exercises and, when required, assisting the commander on commanding operations. Its main characteristic is the multi-nationality. There are no national compartments. EUROFOR staff is always seeking for a better and a complete integration of everyone.
EUROFOR International Staff (2006 onwards) – Last Staff organization and tasks were approved in Paris, on the 26th September 2006, at the EUROFOR Sub-Working Group Meeting. It stands as follows: The Command and Staff – EUROFOR Commander is a Major General. The Chief of Staff is a Brigadier General. The Staff is composed of 82 personnel; 45 Officers and 37 Other Ranks (OR) belonging to the four EUROFOR member States. Highest positions (4 flag officers) are the Commander, Chief of Staff, Deputy Chief of Staff for Operations (DCOS OPS) and DCOS for Support; these positions are NON-QUOTA (NQ) and rotate every two years. The Staff has a balanced composition: 20/25% each of nationality; the Headquarters Support Unit (HQSU) – EUROFOR has an Italian Battalion level HQ Support Unit. Its mission is to provide support and security to the Staff especially when EUROFOR is deployed on exercises or operations. All HQSU members are Italians.
EUROFOR establishment for operations and exercises – Crisis Establishment designates the approved structure for operations and exercises. This organization states the structure, the posts distribution by EUROFOR Contributing Nations, as well as the ranks, but the statement of functions for Command Group/Divisions/Branches/Sections and the job descriptions for every single position are not approved. However, the lacking in an approved Crisis Establishment’s statement of functions and job descriptions do not jeopardize the objectives for EUROFOR since the lack of own doctrine, the NATO doctrine should apply. EUROFOR structure lacks in some expertise as the Air Defence Artillery and Electronic Warfare. Units under COMEUROFOR OPCOM/OPCON will cover, whenever possible, this lack in expertise. EUROFOR Crisis Establishment personnel strength is 162 positions (89 Officers, 70 Others Ranks and 3 civilians). NON-QUOTA positions are posts covered on a rotate basis among EUROFOR Contributing Nations. EUROFOR Permanent Establishment (PE) – Permanent establishment designates the approved structure for peacetime. This organization states the structure, the posts distribution by EUROFOR Contributing Nations, as well as the ranks. The statement of functions for Command Group/Divisions/Branches/Sections and the job descriptions for every single position are, all approved. The Permanent Establishment is based on the Crisis Establishment (it is the core nucleus of CE), covering most key positions. Key positions are grouped in order to allow the Permanent Establishment staff to work with a minimum number of Branches/Sections. Moreover, EUROFOR Permanent Establishment personnel strength is 82 positions (45 Officers, 37 Other Ranks and 0 civilians). Official language – Official languages for EUROFOR are the languages of the Contributing Nations. English is the EUROFOR working language.
